A motion to approve the minutes of meeting #10, 4-2-09, was made and passed, 6-0-0, (Peters/Rosenhein). 2. L. Rosenhein presented the proposal from Chemistry for revision of the B.A./B.S. Chemistry Major with the following concentrations: American Chemical Society Certified, American Chemistry Society Certified Biochemistry Concentration, Pre-professional Concentration, Business Concentration. 3. L. Rosenhein presented the proposal from Chemistry for revision of the B.A./B.S. Chemistry Minor. 4. The proposal from Electronics, Computer, and Mechanical Engineering Technology for revision of the B.S. Mechanical Engineering Technology Major was not taken up due to lack of representation. 5. J. McNabb presented the proposal for ISU Policy on Prior Learning Assessment by Portfolio. The proposal makes it possible for a student to receive credit for work. L. Maule added it may be applicable to Foundational Studies also. It was emphasized this would be for Undergraduate only. B. McLaren stated it may lead to the creation of new or additional Credit by Exam possibilities. It may be a great help for our students, many who are non-traditional. Discussion ensued as to the process, forms, fee structure, policies, and assurance of a legitimate process. The first requirement would be the creation of the “Policy” that could be presented to the CAAC and subsequently to Senate for consideration. Concurrently, or sequentially, the other aspects need to be created including proper procedures, fee structure, etc. It was emphasized that the use would be strictly voluntary. No unit or person has to participate. Two groups were recommended: the Policy Group; consisting of S. Gick, L. Maule, J. McNabb, Associate Deans, R. English. The Procedure Group; consisting of R. Peters, C. Stemmans, R. English. Others are asked to consider serving on either group. Following these discussions, CAAC receives the concept and recommends the creation of the Proposal of Policy by the Policy Group to be returned to CAAC for consideration and the appointment of the Procedure Group to begin creation of the procedures, fee structure, and associated requirements. 6. K. Harris and J. McNabb presented the “Project Lead The Way” concept. Indiana has one of the largest enrollments in the high schools in the nation in PLTW courses. Currently there are 296 sites around the State offering coursework. These courses are highly structured, follow a rigid curriculum, have specially trained teachers, are very rigorous and students must earn a “B” or better. It provides, through a “dual credit” path a tie a student to Indiana State University. The CAAC receives the concept and recommends the creation of appropriate F-1’s for the proposed seven courses to route through normal curriculum procedures. 7. L. Maule continued the review process of the Proposed Foundational Studies Program. Discussion with Senate leaders has confirmed that the process should continue at a reasoned pace allowing each group ample time to properly digest the material in order to assure best practices for student benefit and enhancement. Following the last CAAC meeting, the General Education Committee passed the following statement: After discussing these concerns, the following recommendations were proposed and accepted: 1) A distance education student who demonstrates that he or she was unable to enroll in an online course to meet a foundational studies requirement for two consecutive terms may substitute another foundational studies course to meet the requirement. 2) Students who have earned an associates degree at an accredited regional campus or at Indiana State University have met all of the Foundational Studies requirements except for: Junior Level Composition (one class) Ethics and Social Responsibility (one class) Integrative Upper-Division Elective (three classes or other permitted substitutions) The Council believes that these recommendations meet many of the concerns addressed by both the Council and CAAC: Ageist language (such as that which was included in the original GETF policy) eliminated/avoided Articulation agreements honored Substitutions permitted when department resources do not match student need Non-native language as well as any other category of FS, is not singled-out Additionally, the following is removed from the Policies section: 15. No waiver of non-native language may be granted other than for meeting the requirement in high school or for completing a curriculum in English as a Second Major. A question was posited about why the specific courses listed are the recommended ones. It was discussed that these fit with current practices of transfer that students need take only upper-division courses, that no present programs contain a Ethics and Social Responsibility requirement and the Integrative Upper Division Electives provides students with opportunity to gain invaluable experience and knowledge. A question concerning available resources for offering of the IUDE courses was entertained. The solution provided was the flexibility in the proposal that will allow students to complete the requirement even should there be resource problems limiting the offerings. Another question about the whether the same two consecutive term inability to enroll should be extended to the IUDE on-campus courses also. The response was that there should be ample on-campus offerings making such an exemption unnecessary. It was further discussed that courses offered in a major as Professional Practice or Co-op courses could not be used to satisfy the requirement even if it was an over seas position because credit is already offered in the major and therefore it is not a Foundational Studies Course. 8. Following the in-depth and detailed discussion a motion was made stating: “In collaboration with the General Education Task Force and the General Education Council, CAAC recommends the approval of the amended Foundational Studies Proposal with the inclusion of the two statements: 1) A distance education student who demonstrates that he or she was unable to enroll in an online course to meet a foundational studies requirement for two consecutive terms may substitute another foundational studies course to meet the requirement. 2) Students who have earned an associates degree at an accredited regional campus or at Indiana State University have met all of the Foundational Studies requirements except for: Junior Level Composition (one class) Ethics and Social Responsibility (one class) Integrative Upper-Division Elective (three classes or other permitted substitutions) and exclusion of item 15 in the Policies section: 15. No waiver of non-native language may be granted other than for meeting the requirement in high school or for completing a curriculum in English as a Second Major. The motion passed 7-0-0, (Kiger/Stemmans). 9. The committee adjourned at 5:08 PM. Addendum to minutes; A motion to approve the proposals, as modified, from Chemistry for both the B.A./B.S.
