SAMy Anderson called the meeting to order at 2:00 PM. 2. Minutes #9, (11-16-06), were presented and approved, 6-0-0, (Murphy/Yaw). 3. As K. Schmid is unable to attend, discussion on the Core Transfer Library will be moved to the next meting. 4. SAMy reported that she was working with Chris MacDonald on the Program Prioritization responses. All fifteen undergraduate programs in Category IV have responded as follows: ITE Dept. Career and Tech Ed ITE "Integrate with another degree" ITE Dept. C & E Ed Assoc. "Eliminate" RCSM Rec Therapy, BS "Change in following manner" ECT Electronics Assoc "Keep as is because no courses offered outside of BS" LIFS Clinical Lab Sci AB/BS "Consolidate" MCT Const Tech ASSOC. "Eliminate" ART History AB "Contest the Elimination” with explaination. LLL Latin Teaching Minor "Consolidate all 7 major programs and 8 minors into one" LLL Classical Studies Minor "Consolidate" AST Gen Aviation Flight ASSOC. "Change the program as follows" Music Conc Music Theory, BS "Integrate the program" Music Composition, BS "Integrate" Music- Music History & Lit, BS "Integrate" Music Theater Minor "Bank pending completion of reorganization then revise with theater dept" It is necessary to establish the process for programs to proceed, the timeline, and a determination of what is to be forwarded to Senate. It is clearly stated in the CAPS Manuel the following concerning the elimination of a program: Students may continue to pursue a degree in an inactive program or a program that has undergone a substantial revision for a limited time. From the effective date of the elimination, suspension, or substantial change, the maximum amount of time to complete the old degree is: · three years for associate, baccalaureate, master’s, and specialist’s degrees · five years for doctoral degrees In some cases, a shorter amount of time may be appropriate. TRANSITION PLANS When a program undergoes substantial revision, is suspended or eliminated, departments should work with their dean’s office to develop transition plans and to move students into an active or new program whenever possible. It is to the student’s benefit to be enrolled in the more up-to-date program and to the department’s benefit for students to be counted in active programs. The goals of the transition plan are to minimize impact on students, clearly communicate the timeframe to complete the old/suspended/eliminated program to students and others, and minimize the need to offer courses required by the old/suspended/eliminated program. It is also important to note that a major may be eliminated, but the courses that were in that major may remain intact. If a program selected “Consolidation,” then that program actually ceases to exist. 5. A motion to approve the elimination of thirteen of the fifteen programs, excluding ECT Associate and AST Associate, was made. The motion states “Recommend that thirteen of the fifteen Undergraduate Programs in Category IV be eliminated as separate programs thereby eliminating their respective CIP Codes. Departments should submit the F2 Forms immediately for those programs selecting “Agree with Elimination.” Those eliminated through “Consolidate program with another more viable program”, “Reorganize the program with another program”, “Integrate the program with another degree option,” or “Change the program in the following manner,” options should submit the necessary forms by the end of the Spring Semester.” Motion passed 6-0-0, (Yaw/Kiger). 6. A motion was made and passed to alert programs in Program Prioritization Category III to examine their programs closely with the anticipation that additional elimination, consolidation, etc. may be needed to meet the goal of freeing up additional resources, 6-0-0, (Yaw/Miller). 7. UAAC: R. Guell reported that the proposal to add qualifications for first term students earning less than a 1.0 GPA passed the Executive Committee. The proposal to eliminate the printed Schedule of Courses was returned for further examination with a response from the Associate Deans anticipated. The proposal for elimination of the graduation with incompletes was sent to Student Affairs for recommendations. 8. Executive Committee: J. Hughes concurred with the report given by R. Guell. 9. R. Guell addressed academic advising and the Academic Advising Improvement Team. Advising may or may not be modified to include professional advisors. The committee is looking at all aspects of advising in order to make it better. Transfer students in particular need good advising. 10. Gen Ed Report: SAMy reported that the Gen Ed Council will make the joint Task Force membership recommendations this week. 11. SGA Report: J. Wortman reported that the bus initiative is being worked on. There is an open forum being held tonight to discuss the proposal and a vote next week on the referendum. It is hoped for a minimum of 1000 votes. 12. The committee adjourned at 3:17 PM. The next scheduled meeting will be Thursday, December 7, 2006 at 2:00 PM in Myers Tech TC 101E.
