Indiana State University Faculty Senate 2005-06 Present: Brian Ceh, Bill Clyburn, Julie Fine, Rocco Gennaro, Betsy Hine, Susan Hoffman, Harriet Hudson, Larry Kunes, Maury Miller, Absent: Rich Schneirov, Bob English Guests: Bob Guell, April Hay Agenda I. Approval of Minutes of October 19, 2006. Approved electronically after this meeting as distributed/corrected (6-0-3) Reports Chair: Harriet Hudson reported on the one-time disbursement issue. The President has not incorporated suggestions from the Executive Committee and FEBC. She attended the Trustees meeting where the approval was given for Dean Green’s appointment change and for the one-time disbursement. Liaisons: * Academic Affairs: NR * Executive Committee: Arthur Halpern reported. The timeline for a report to the Provost on Program Prioritization is being rushed along by the Provost; CAAC is also looking at this as well as the Graduate Council. There is concern about faculty input. There is no time line yet for any kind of implementation. There is no word yet on the merger of Nursing and HHP. Regarding the administrative searches: A&S Dean has a search committee and is commencing; waiting for a procedure on Business Dean; waiting for mechanism for the search for Enrollment Management VP ; Also waiting to hear about Director of HR. There is concern about the climate of the campus and much time and energy is being spent on that. Question was asked about how the committee for the A&S search was put together. There was just today an e-mail sent out as to the committee makeup. There was concern that there was so little time allowed for input into this committee. III.Open discussion: None IV.Discussion: * Freshman Dismissal Policy: Bob Guell reported. He referenced a draft memo from the Provost to Senate Chair Steve Lamb regarding dismissing freshmen after 1 semester who have a 1.0 or less GPA. Return in the 2nd semester is very low. There are also other discipline and bursar’s issues related to these students. The Catalog language is changed from “semester” to “term” so as to include summer as an evaluation period for dismissal. There was a question about appeals. Any student can appeal any decision to his or her dean. Other schools have this provision. Language of “first term” is not to include transfer students. It was suggested to clarify that it doesn’t include transfers if that is the case. B. Guell recommends discussion with registrar’s office about that. H. Hudson suggested that the precise terminology of a document that has been worked on as this has been by so many groups knowledgeable about the topic should not be modified by the committee now. It was moved and 2nd (Miller/Hine) to approve the suggested language in the draft document as presented. A friendly amendment was made by Fine to define “first term student” so as to clarify that more precisely. Passed (6-0-1) * Elimination of Printed Class Bulletin: Bob Guell presented this topic. The issue is that the printed schedule is wrong by the time it’s printed and that will be even more so now that printing will be outsourced. That and a number of other factors including expense and lack of use prompted the consideration of this change. There was concern that the access to the online schedule sometimes doesn’t work. Sometimes the electronic system is not that friendly and when the system is not working it’s easier to use a paper copy in spite of errors especially when you want to look at department courses all together. It was suggested that maybe that could be resolved by departments circulating copies of their course offerings to their faculty as needed. Corrections are made in real time in Banner so the online version should be the most up to date. It was moved and 2nd to discontinue printed schedule of classes Gennaro/Ceh. Passed (5-0-2 ). * Restructuring of Freshman Advising (TAFFY Report-discussion item). There is a 50-page document on this. Harriet Hudson has forwarded a summarized document to this committee. Bob Guell gave a summary of the activities and the work done around this issue up to this time. Some points are the creation of a University College and the re-arranging of first year advising (the part we have been asked to comment on). A centralized model of advising is not being considered; however, there is evidence that students advised in the Academic Opportunity Program have higher retention rates than similar students advised in colleges or departments, perhaps because of physical proximity to support services. It is being proposed that all freshmen who are open preference or have a high school GPA below 3.0 would be advised in the University College; those who have chosen a major would be advised there by advisors from their college who split their time between the college and SASC. Freshmen who have a GPA of 3.0 or above and who have declared a major would be advised in their college, as they are presently. The committee needs to read this document and discuss it. It will be voted on later. Next meeting will be on Nov. 21, 3:30 in TC314. Meeting adjourned at 4:45.
