Absent: Dorothy Carole Yaw. Meeting was called to order by chair Linda Sperry at 8:30 a.m. Agenda: 1. Approval of Minutes of Jan. 21, 2009. Approved with revisions (6-0-0). 2. Report from Liaison to Academic Affairs (Jason Winkle replacing Bob English) – no report. 3. Report from Liaison to Executive Committee (Halpern) a. The Executive Committee had an open discussion with President Bradley and Provost Maynard on implications of the budget cuts on teaching and scholarship and strategic planning. Regarding the 3 percent salary increment, Bradley wants to use it as a hedge against future cuts. Regarding raising faculty teaching work-loads to 12 hours, there is a concern that it would impede the faculty teaching/scholarship mission, although Tom Sauer sees the 12-hr load as inevitable. b. The Executive Committee approved the addition of bariatric surgery to be added to health care and to increase coverage in the wellness program from $600 to $1000, although there is a question on whether that could be sustained. c. A task force has been set up to discuss and formulate a phased retirement plan. 4. Report from the Special Purpose Faculty Advocate (Hoffman) a. Hoffman reported at the Faculty Senate on CEP concerns. Particularly noted were the concerns of non-tenured faculty on reconciling the increased enrollments and the decrease in the use of adjuncts, as well as the situation that instructors usually do not know until August if they have a job. 5. Report from Chair (Sperry) – no report 6. Old Business a. Charge # 2 on CEP: the committee reasserted the urgency of addressing this issue. The information compiled on similar programs in the state is not yet complete. b. Charge #3 on the process of permitting electronic change of grade: Bob Guell reported that there were 2133 electronic grade changes made in the 2008 calendar year (Jan. – Dec.). The university is now implementing Banner 8.1 by March 2009, so this charge will be dealt with after spring break. c. Charge #14 on reviewing the faculty performance evaluation procedures developed by the ad hoc task force: General discussion of the document distributed to the committee by Bob English ensued. Guell raised concerns about how the university promotion of community service and engagement would be included in the evaluation. O’Neal objected to the strict quantification of data and the rigidity that might create in the evaluation, as well as the weight given to research when teaching loads and contact hours are high. General protests were raised on the implementation of an additional evaluation when other reporting mechanisms exist, including FROPA on Digital Measures and departmental reviews. A consensus was reached that the seriousness of the issue required additional thought and discussion. The committee agreed to conduct an electronic discussion before the next meeting. 7. New Business – the meeting time expired before new business issues could be discussed.
