MacDonald called the meeting to order at 9:00 am and reviewed the Council’s general structure, duties, organization, and activities. 2. Election of Officers: C. MacDonald (Chair), M. Agenda was adopted by consensus. 5. Minutes unanimously accepted. 6. Meeting time agreed upon: every Thursday at 9:00 am · Duration of meeting will be a minimum of one hour with a maximum of two hours possible. · Discussion about ways of reducing meeting time, including recommendation that Dean’s Report be emailed to members in advance. 7. Reports: a. Senate Liaison’s Report (B. Frank): Senate’s charges are pending b. Administrative Report (Interim Dean Kuhlman): i. Enrollment figures are up by 22 to a head count of 2031; full-time enrollment is down; international and out-of-state enrollment is up; in-state enrollment is down. ii. Assistantships and fee waivers: with no additional money this year and the increase in value of stipends, fewer stipends will be awarded. With overspending in 2005-6 and less money rolling forward this year, fee waivers will be carefully scrutinized. There will be no funding of students who have earned above the needed hours for the degree. iii. Announcement about Graduate Fair (held today). iv. Administrative Assistants’ luncheon: Thurs. 9/21/06 at 1 pm. v. Graduate Assistant Guidelines will require added specificity. vi. Prioritization Report inordinately affects Graduate Programs; the Graduate Council might be asked to respond formally. vii. Graduate Office is fully staffed. viii. International Graduate Admissions is now moving to the Graduate School to help ensure that completed applications are submitted in a timely fashion. Transition is to be completed by November 1. A new system of transcript adjudication is in place; this will verify and translate foreign transcripts within 7 days of receipt. A one-time fee of $150 must be paid by the student to have transcripts adjudicated/translated. If the student enrolls at ISU, the Graduate School aims is to have the equivalent value of this fee deducted from the first semester’s tuition. ix. Graduate Faculty Membership Policy Statement: Feedback from Chairs received (comments: 2 positive, 1 negative). A motion is put forward that the Graduate Council approve the policy statement with minimal changes to clarify language. In discussion, concern is expressed about excessive layers of oversight regarding the endorsement to chair committees. Council is reminded of original charge to eliminate or streamline Graduate Faculty Status policy. 2005-6 Graduate Council opted to streamline and not eliminate policy. Council discusses concern over revocation of endorsement to chair thesis/dissertation committees; “for cause” is acknowledged as the language preferred by the university attorneys. Regular university grievance policy would remain in effect. Motion is approved [8-0 with 1 abstention]. 8. Old Business—none 9.
